The OJEU Competitive Dialogue procedure will be used to procure a JV private sector partner to join NWDA/ STFC /Halton Borough Council (the Public Sector Partners) in establishing a 50:50 Public Private Partnership that it is anticipated will be operational in April 2010.
Key stages in the process will have to be completed by the end of the relevant month.
